LINGAYEN, PANGASINAN – Over the past seven months, the Mabuhay gesture and greeting has been at the heart of a transformation quietly unfolding across the Provincial Government of Pangasinan. The root cause, the Magnayon: Pangasinan Tourism Frontliner Training Program.
A total of 376 employees of the Provincial Government have undergone comprehensive training designed to embody the heart of Filipino hospitality through the Filipino Brand of Service Excellence (FBSE) Training, a flagship initiative of the Department of Tourism that promotes globally competitive yet distinctly Filipino service standards anchored in cultural values. Implemented through the Magnayon: Pangasinan Tourism Frontliner Training Program, seven dynamic training sessions that combined structured learning with engaging activities were successfully completed.
The Magnayon Program expands on the FBSE foundation by integrating key institutional and operational components that enhance service delivery across various sectors of the provincial workforce. Among the participants were 40 Front Desk Officers and Park Patrollers, 153 Provincial Security Guards, and 183 Utility Personnel—each playing a vital role as frontliners in public service and tourism.
Beyond hospitality training, the program also provided a comprehensive orientation on provincial ordinances and policies, reinforcing the role of participants not only as service providers but as frontline representatives of governance. By aligning service excellence with policy awareness, the training ensures that public interactions are guided by both professionalism and accountability, strengthening trust between the government and the community. Complementing this was a specialized occupational safety training that covered hazard identification, risk reduction practices, and the proper use of personal protective equipment.
Ultimately, this program reflects the continued commitment of Governor Ramon V. Guico III to invest in human capital as a cornerstone of Pangasinan’s development. By equipping its workforce with the skills, values, and mindset needed for excellence, the province reinforces its vision of becoming a premier destination for both governance and tourism.
Today, the impact of the Magnayon Program can be seen in everyday encounters, in offices, parks, and public spaces where service is delivered with greater care, confidence, and connection. It is reflected in the way frontliners greet, assist, and engage, turning routine interactions into meaningful experiences.
