Officiated by The Honorable Judge Avelina J. Villegas-Rosario, Governor Guico took oath as the re-elected local chief executive of Pangasinan for his second term this July 2025.
This ceremony officially marks the beginning of Governor Guico’s second term as the province’s leader. This momentous feat was further commemorated by a first ceremonial milestone through the conferment of the Certificate of Program Compliance (COPC) from the Commission on Higher Education(CHED) to the Pangasinan Polytechnic College (PPC), one of the Guico Administration’s manifested initiatives to provide free quality education for scholars in the province. CHED Region 1 Director Dr. Christine Nabor-Ferrer presented the certificate to Governor Guico during the ceremony.
In his inaugural speech, Governor Guico emphasized the continuous development and improvement of its thrust in the education sector through the PPC. This includes the establishment of two (2) new campuses in the towns of Umingan and Bugallon. The establishment of a law school is also in the pipeline.
Relative to the administration’s continuous improvement of healthcare services in the province, Governor Guico highlighted the procurement of modern up-to-date medical equipment and supplies and the establishment of a new district hospital in the town of Alcala and a training hospital in San Carlos City. The construction of specialty hospitals like centers for the heart, lungs, and kidneys and a cancer institute will also be prioritized in the following years of Governor Guico’s term.
The ongoing re-development of the Capitol grounds for a more modern and progressive Capitol Complex is also one of the priorities of the Guico Administration during this second term. While construction of the eleven-floor government tower, the 1,500-seater Pangasinan convention center, and the Tourist Rest Area is still underway, the administration plans to add recreational parks, open areas, concert grounds, wider sidewalks, and more streetlights to the Capitol Complex in further development stages.
